Microsoft lance son navigateur Internet Explorer en 1995 pour concurrencer le navigateur de Netscape (Netscape Navigator). En 1997, l’Internet Explorer est distribué gratuitement dans le pack du système d’exploitation Windows 98 (qui succède à Windows 95). Cette stratégie commerciale provoque un tollé. Elle entraîne la poursuite de Microsoft par les autorités judiciaires américaines pour entrave à la concurrence et violation de la législation antitrust. En 1998, les médias couvrent abondamment les démêlés de Bill Gates, fondateur de Microsoft, avec le ministère de la Justice. Les concurrents de Microsoft accusent la société de vouloir créer une situation de quasi-monopole mettant en péril le principe de libre concurrence. Toutes actions qui semblent assez inefficaces puisque, en 2002 et 2003, le taux de pénétration d’Internet Explorer est de l’ordre de 96%. A partir de 2004, sa part de marché observe une baisse de plusieurs points chaque année, au profit du Firefox de Mozilla, du fait de failles de sécurité de plus en plus nombreuses. La version en cours d’Internet Explorer est la version 7.0, qui date de 2006 (avec version bêta disponible en août 2005).
